LTO transfer of ownership or change of ownership is the legal and official procedure to become the owner to the person who is actually buying your vehicle. To make the owner of the buyer you must complete the legal documentation under the LTO requirements within 20-working days. 

When you apply for it, the LTO system updates your vehicle record and changes the owner’s information from you to the buyer. In this way, you are not responsible further in case of any violation. 

If you skip the step you will be legal owner still and under the “Registered Owner Rules”, if your vehicle is involved in any illegal activity, road accident or traffic rules violation you will be answerable because your name will be written on the vehicle’s Certificate of Registration (CR).

LTO Transfer of Ownership From 2nd Owner

The process for buying a used vehicle which has been owned by multiple previous owners leads to a second-owner transfer. The Land Transportation Office process functions like standard ownership transfer procedures except that you must authenticate all paperwork with complete accuracy. The key point is that the seller’s name should match the name shown on the Certificate of Registration CR. Your application will face delays or complete rejection if the names do not match.

LTO 20-Days Transfer Rule

The Land Transportation Office stated that the 20-day period for beginning ownership transfer procedures applies exclusively to vehicles that were purchased after May 24 2025. The ownership transfer process remains available for you to complete during your upcoming registration renewal if you bought your vehicle before this date. The LTO now permits you to complete the transfer process at any of its branches regardless of the original registration location of your vehicle.

The LTO plans to offer a Pro-Forma form which users can download to assist them when their Deed of Sale document is either lost or outdated or when they are unable to reach their previous owner. The standard transfer fee remains around ₱150. The LTO works together with the Philippine National Police – Highway Patrol Group to develop a simpler clearance process which will include an online service option that will be implemented in the future.

If you do not transfer ownership then the owner whose name is on CR/OR will be responsible for any violation and penalties. So it is very important to change the ownership to avoid any illegal activities related to your vehicle.

According to the LTO rule you must transfer ownership within 20-days from the date when you buy your car. 

The transfer process will take 1- 3 working days, but if there is completed all required evaluation and submitted the required documents and not have any penalty still exist in the record.

The LTO suspended the implementation of the Administrative Order No. VDM-2024-046 temporarily because they notice the Filipinos saying that the 20-days transfer period is too short and they can’t complete their process within the due date. 

₱20,000 fine is for sellers if they do not apply for transfer and ₱20,000 fine for buyers if they do not report the LTO for sale.
